No, you don't need to install the Google Wallet app. Chances are it is not
available for your carrier and/or phone anyway.

It's not that bad :) If you send too many requests the account might get
rate-limited, but I haven't heard of *developer* accounts actually getting
banned/suspended. You might wan to ask the people with 'horror' stories
exactly what they did.
